It marshals public support; trains media to cover public security issues more acccurately and thoroughly and helps frontline human rights activists and policy experts to interact and understand public security issues and press for systematic reform collectively and challenge abuses .

ICPC also forges alliances that capitalize on human rights organization's ability to document and monitor human rights violations and provides fundamental public policy reforms.
